§ 311-3.05. Finding of completeness required.

Prior to the taking of any evidence at the first public hearing for any comprehensive permit, the Board shall make a finding that the application is complete. If the Board is unable to make such a finding, the Board shall issue a procedural denial. The Board may grant additional time for an applicant to modify or update a pending application.
